We meter the CPU a deployment actually burns. A container sitting awake waiting for a request is not computing, so it costs nothing. There is no charge per project and no charge per seat.

Idle is free everywhere.

A deployment nobody is using costs nothing to keep around, on the free tier and on the paid ones. When keeping a small program alive costs real money, people delete it, and six months later somebody writes it again and gets it slightly wrong.

Five vCPU-hours is eighteen thousand vCPU-seconds. A webhook handler that spends nine milliseconds on a call can answer about two million of them in a month without paying anything.

A credit card is required on every tier, including Free. It is used to verify your account and is not charged on the free tier unless you go beyond the included allowance.
